Like it or not, the Plaza de Panama project moves forward towards breaking ground in 2013, and Kovtun will be leading the charge. He founded KCM Group in 2000 to lead the Irwin Jacobs-funded plan through design and approval. Now he’s focused on wrangling consultants and legal battles to get shovels in the ground.
