Senior Project Manager

- BIO -

Erika is KCM’s Senior Project Manager for its SWPPP division, which specializes in stormwater management and compliance programs for land development and construction activities. With over a decade of experience, Erika has developed and coordinated programs that are tailored to clients’ specific needs, are cost effective, and are feasible for field implementation. Her programs have an excellent compliance record with local, state and federal agencies. In addition, Erika coordinates and provides specialized stormwater trainings for land development personnel, construction superintendents and sub-contractors.

Erika is a Qualified SWPPP Developer (QSD), Qualified SWPPP Practitioner (QSP), a Certified Erosion Sediment and Storm Water Inspector (CESSWI) and a Certified Professional of Erosion and Sediment Control (CPESC). She has a Bachelor of Arts, Summa Cum Laude, from Southern Illinois University. Erika is active in the California Stormwater Quality Association (CASQA) and the International Erosion Control Association (IECA). She currently serves on the San Diego BIA’s Storm Water Task Force, and is a state representative for the International Erosion Control Association (IECA).


Program Manager

Marisa Dauber joins KCM’s stormwater management division as an experienced program manager. She is a Qualified Stormwater Practitioner (QSP) and Certified Erosion, Sediment and Stormwater Inspector (CESSWI). Since 2008, Marisa has worked on construction projects of all types and sizes, helping to maintain compliance with California’s evolving stormwater regulations.  Her expertise is providing support to construction teams, including comprehensive SWPPP development and management, and BMP implementation and inspections.


Project Manager

Carlos has over 30 years of multidisciplinary experience in the construction industry, including commercial property management and construction management in the private building sector.  He serves KCM’s clients as a Qualified SWPPP Developer (QSD), a Qualified SWPPP Practitioner (QSP), a Certified Erosion Sediment and Storm Water Inspector (CESSWI) and a Certified Professional of Erosion and Sediment Control (CPESC). He excels in critical tasks, such as inspections, reporting and resolving compliance related issues as a client representative. Carlos regularly represents clients during interactions with local municipalities to effectively maintain projects’ compliance.

In addition to his expertise in stormwater management, Carlos brings with him extensive field and management experience, and comprehensive understanding of the construction process from conception to completion. Specifically, he his experience in the general building sector includes construction management, forensic consulting, design management, estimating and budgeting, management and analysis, and contract document control and administration. His background proves to be a value-ad for clients as he is capable of looking at planning and management holistically.

Carlos is bilingual (Spanish – English), which has proven effective is working with select subcontractors and erosion control laborers to clearly maintain compliance with Construction General Permit requirements and local municipal codes.


Project Coordinator

Taylor Welby joined the KCM Group Stormwater Management Team in 2019. As a Certified Inspector of Sediment and Erosion Control (CISEC), Qualified Stormwater Practitioner (QSP), and Qualified Industrial Stormwater Practitioner (QISP), she has over five years of water quality experience managing stormwater programs for construction and industrial projects throughout California.  Additionally, she is well-versed in green infrastructure design related to post-construction stormwater management requirements.

Stormwater Pollution Prevention Planning (SWPPP)

Stormwater compliance is critical to the success of any construction project. KCM Group is well-versed in the development of Stormwater Pollution Prevention Plans (SWPPPs), Dust Mitigation Plans and navigating requirements for stormwater and air quality. We evaluate your existing construction plans in order to develop a cost-effective program tailored to the needs of your project.

Inspections | Monitoring | Sampling

KCM Group can perform weekly storm-related inspections, or train your personnel to conduct inspections internally. Our team excels at improving existing stormwater management programs and creating tailored programs specifically for the needs of your project or company. We also prepare Rain Event Action Plans (REAPs) and any other agency required documents. In addition, using our trained sampling team, we can determine sampling locations, strategy and can give you same day sampling analysis.

Stormwater & Air Quality Permit Management

KCM works with owners before a project even begins to ensure they have the required stormwater and air quality permits in place. By coordinating with field crews, client teams and other project consultants we are able to ensure the construction sites are prepared as required by the regulating agencies. We know how to implement and manage permit requirements in all stages of the construction process. In addition, we will manage permit required documentation and ensure it is submitted to the proper agencies.


All stormwater and air quality permits require specific types and frequencies of training. Let KCM help your personnel get the right agency-required training. We are qualified to facilitate training for your team to help them take the new knowledge directly to the field. During the planning process, KCM can help assess the need for continued or specialized training.
