Appellate court overturns previous ruling favoring preservationists
As one of the chief consultants on the Plaza de Panama plan, Gordon Kovtun of KCM Group is excited to announce that the Appellate court has overturned the previous ruling that upheld the Balboa Park bypass plan. Mayor Kevin Faulconer, who voted for the plan when he was on the City Council in 2012, said it represented “a wonderful opportunity to improve San Diego’s crown jewel.”
